William joined TMC (Marine Consultants) Ltd. in December, 2007 after approximately 10 years at another technical marine consultancy where he was naval architect and worked as an expert witness, before which time he was a ship surveyor to Lloyd’s Register for 9 years working mostly as a field surveyor abroad, and initially at an offshore engineering consultancy for one year.

His practical survey experience primarily involves hull matters, including structural and class-related aspects and statutory compliance. He has carried out a variety of surveys on behalf of LR and as a marine consultant including new-building work, damage surveys, condition surveys, classification and statutory surveys, new-building disputes and salvage attendance. He supervised welder qualification and weld procedures tests to appropriate standards.

Regarding opinion work, his area of specialist activity involves stability and strength for intact / damage cases, but he also has experience of seakeeping and some manoeuvring work. He deals with classification society rule and regulation compliance, including statutory matters. Naval architecture software experience includes industry recognised programs for stability, strength, cargo securing, seakeeping and manoeuvring. He prepared reports for, and given evidence in, arbitrations and high court including a formal public investigation, in the UK and abroad.
